History
The Institute of Strategic Analysis & Policy Research (INSAP) was launched on 21st February 1986.
INSAP was initiated and supported by the MCA but its membership is not only confined to MCA members. It was established to develop long-term strategies and policies which are relevant to the interests and aspirations of Malaysians in general and the Malaysian Chinese community in particular. Although INSAP was established as a major project of the MCA, it functions as a non-partisan and independent research institution which aims to provide fresh perspectives and bold recommendations to policy formulators, decision-makers and political leaders. INSAP also develop policy options and position papers for the MCA leadership.
MCA initiated the establishment of INSAP because it recognizes the need to have objective views, feedback and independent research analysis to supplement and complement the leadership’s decision-making and policy formulation capabilities.
On 1 May 2004, INSAP was restructured and reenergized with a mission to fulfill party objectives set by party president Datuk Seri Ong Ka Ting in advancing the party’s interests and facilitating the party’s agenda.
Vision
The vision of INSAP is to develop and sustain a fostering and productive research environment through the pursuit of originality and distinction by providing timely analysis, strategic medium and long term planning as well as policy development on all issues affecting Malaysian Chinese interests within the local, national and global context.
Mission
INSAP is the MCA’s door to promote intellectual growth, the collegial exchange of ideas and independent thought, as well as the dissemination of new knowledge and up-to-date resources. We are committed in conducting significant research on fundamental and applied problems by supporting scientific inquiry and promoting the development of innovative research programs in response to the needs of MCA. We serve the Malaysian Chinese by enhancing the public welfare and economic development of Malaysian Chinese through sharing our expertise and collaborating with others to improve the lives and prosperity of Malaysian Chinese as well as to increase the opportunities and participation of under-represented minorities.
