INSAP is an independent research institution established by the MCA to undertake objective and independent research on politics, economics, legal and Chinese studies. INSAP functions as an effective think tank and a sounding board for alerting the party leadership to the diverse range of attitudes and opinions of key actors within the BN, the government, the business community, as well as groups representing the Chinese population. It is entrusted to articulate the different viewpoints which reflect realities on the ground rather than voicing the party line and conveying pro-party messages. On a daily basis, INSAP produces original analysis, interview experts on related issues and publishes a variety of report and books.
Aims and Objectives of INSAP:
• To identify political, economic and socio-cultural issues, and flag emerging trends
affecting Chinese interests.
• To provide in-depth analysis of the political and socio-economic environment to ensure
continued relevancy of the party.
• To establish an accurate, comprehensive and up-to-date data bank.
• To formulate policy proposals and conduct briefings for the Presidential Council to
provide timely and accurate information in order that the members may carry out their
official duties in an effective manner.
• To raise the profile of MCA on issues affecting the interests of the nation as well as
the community.
• To build the network of Chinese and non-Chinese intellectuals to serve as resource,
whose knowledge and skills the party could draw upon to serve the nation’s needs.
Scope of Activities:
• To help the Malaysian Chinese Association (MCA) fulfill its party objective, by carrying
out activities as directed by the Presidential Council and the Central Committee.
• To provide relevant research work to top level leadership of the party, including the
Youth and Wanita wings.
• To provide relevant research and feedback to the Parliamentarians on issues affecting
the party and the community.
